Does BC change based on speed of bullet or is it constant regardless of speed?

Everything I’m reading your only supposed to fill to 3600 psi with light spring and 4500 with heavy spring!

Replaced all orings, will not hold air. Old orings looked fine but replaced with new because it would not build pressure. Any suggestions please?
