What pressure would you reccomend dry firing down to before using the brass punch method to release all of the air in the cylinder ?

Whats the best way to de-gas the cylinder, I was thinking of installing a regulator, so need to empty the cylinder completely to undertake this work. Can it be dry fired down to a low pressure ?
