Regulator. I am not an authority on the Vixen, but they all work on the same principal. The reg needs a vent hole to equalize the pressure between the hi side and the low (regulated) side. When you develop a leak passed an oring, air escapes thru this small vent hole. Replace the leaking...

Looks like you need a regulator reseal. I believe that little hole is the atmospheric vent for the regulator.
