I'm not sure I understand the question. I could read your question as:
1) Why are there laws governing the use of firearms?
2) Maybe you are talking about hobby-type competitions? Not certain what rules you might be talking about, but I certainly imagine hobby groups have rules. Why have a group if it does not have a purpose or focus?

I think the rules in some cases create the challenge and kind of amplify the value of the success.
Human nature is to whittle away at obstacles and simplify things (at least for anyone who has engineering inclinations) but the truth is, in many cases if you make things too simple or too easy, the charm and the challenge is lost.
One example, I just got a new rifle and scope and the vendor did an amazing job going through it, mounted the scope and zeroed it. I took it out of the box and it's a tack driver immediately. It is _awesome_ that it works so well, but at the same time it made an appliance of the rifle in a way as I didn't have to work through the process of getting it dialed on my own.
My usual shooting is even easier now so I will need to stretch myself out more to add challenge to the sport. Progress, yes, but at the same time, the fun and drive for me is in the difficulty and the learning.
I've not shot HFT yet, but reading through the rules and it is very clear I need to start practicing a whole new bag of tricks or I won't stand a chance.

Rules provide structure. They established a framework that levels the playing field. Without rules the rule is: the strongest or the fastest or the most ruthless win. With rules you have defined a game that measures a skill set as fairly as possible.

In competition rules provide consistency, fairness, repeatability, basically a standard by which to judge the outcome of an event and the players. Without rules it become a free for all and begins to lack objectivity. Imagine your favorite sport without rules, doubt it would be as interesting…

In FT, what else would people have to argue about in there weren't rules?

For folks to READ the rules and follow them ... Not interpret them in a way to fit there view point. Self created issue IMO
