Why does this happen

The point of impact changes left or right depending on distance, card board 15 yrds and paper plate 35 yrds, scope alignment or what ?

Or adjustment is not tracking true up or down and slightly at a diagonal.. canting or not mounted true level, base/ mount, ect.. several things i guess you got to think on and look at and Figure out . If it's in a click or two and no wind push or tempture changes . I dont make it a big deal , heck could be my hold as well..
I didn't change adj on scope, not canting, not wind.

I didn't change adj during these two targets, can a scope still track poorly?
If it hit different poi horizontally at different distances, then it is not aligned with the bore. Unless you are not accounting for wind, wind is huge with a .177, so maybe verify a couple days apart. I click my scopes for every distance, but it is the same either way. It is easy enough to try a coke can shim on either side of the rear ring base to see if it changes.

Sometimes you can see pellets spiraling (my eyes were never that good). When shooting paper to check for spiraling do not use your turret to adjust for elevation. You can use holdover to adjust for elevation. Don't change any settings on the scope - just make sure that you keep the reticle in the same vertical orientation. Set your targets at even distance spacing - 10yds ought to do it - and shoot a group at each distance. If the pellets are spiraling, your groups will move in a circular pattern (relative to POA) and at some point (distance) move back to near original impact point. Ted has a slow motion video that shows spiraling.

If the rear your scope is not aligned with the bore as c_m_shooter describes then the greater the distance you shoot past your zero = the further your shots will move horizontally away from you point of aim. Wind's gonna do that too with even greater effect. If the whole length of your scope sits off center of your barrel and your reticle is not aligned with the bore.... whole new can of worms. Ran into that issue with my BSA R10.
