if you have met the criteria then you should be able to just click on the member name, then a screen will come up saying start a conversation as one option at the bottom of the page.
Click that and then another screen will come up asking for a title and then there is a place to type in your question then hit submit

If you joined 11-19 then theoretically you should be able to pm on 11-29 at the earliest
