I just noticed your pic. If that bottle cover is touching the shroud I would remove it right away. As the pressure in the bottle changes it will move the shroud thus move the barrel and the POI.

I have a Mora in .357. It is very accurate and no POI change in it. Have you tried checking your velocity in your gun? Also are you seeing lead dust or flakes? Dust is normal. Flakes could be from clipping or from the slugs if they were not cleaned.

I found a nice touch RTI did with the Mora. I'm not sure if anyone else has found it out yet. There is a place inside the pistol grip to store extra ammo. The bottom pic is it with 6 .357 slugs in it. Also I found a nice bag rider that fits the Mora perfectly

I took my front rail off and installed a Area 419 arca rail on the gun. Too much bounce with just the rail also. I am looking to see if I can get a stronger arca rail. I think just a arca rail under the bottle would be better than the stock rail. I also think the stock rail is just too big.
