Can tuning the hammer spring (like giving it more tension using an o-ring) of a pcp airgun increase the velocity?

There's some sort of liquid leaking from the meter while I was using my pcp handpump today. Can somebody please tell me what this is, and what I need to do? What type of liquid is this? Can the pump still be used? MOD EDIT: moved to pumps & compressors
