silentsquirrel had a great point you may have to build pressure with the pump to around150bar and then crack the tank valve slowly and it should start filling see if that helps

I would check your fill valve and see if it’s all working properly as for the needle in the gauge I don’t think that’s serviceable but you could contact GX they might help out I had a hole compressor replaced worst case I’m sure you can replace the gauge on your own dime
