Could I ask, what are the mayor shortcomings of airguns in terms of self defense? And what is wrong with airguns that shoot rubber balls?

My diving bottle is filled at 300 bar, if I fill the cartridge, the manometer wont go above 240-250 bar. What could cause this? And how do I fix it?

Thanks. Also I have a diving bottle which is filled at 300 bar, however when I fill the cartridge of the Defender, the manometer on the bottle wont go higher then 240-250 bar even with the main valve fully open.
