I just read the rule book to see if there is a rule about minimum number of shooters per division. It looks like its up to the Match Director. I assume for Nationals they will keep the divisions separated, so any shoot off would be for 2nd place hunter and 4th place hunter.

Yes it is. Sucks that the rain couldnt hold off a day or two for it.
