Barska PCP Pump: $65

I think the price is about right ( for all hand pumps) as they certainly aren't new tech. , the first hill came out in 1998 or so and there isn't a whole lot to them.
I have a slightly different model "Chinese" (???) hand pump that works well and came with l;ot's of O-rings, wrench, dead head for hose, will max the guage out ( just filling the line) and the Japanese made gauge seems very accrete, hose is reinforced also included a huge bottle of 20wt sillycone oil.

If you cruse that Chinese site they also have an elect pump for $199.00 + $79.shipping. I believe it would NEED work ( as the $1,000ish unit one dealer sells does) but if a person understood them well, had some tooling & such "might" make a good unit?

It should be possible to purchase a decent hand pump from some US dealer for say $100.00, maybe one day.

edit to add another great feature ALL manufacturer's should consider:

Received my Barska pump today and promptly tested it by topping off my Vulcan from 210 to 250 BAR. I'm not going to sugar coat it, there was some effort involved requiring me to get my weight into the final stroke of the pump. It took less than 5 minutes to top off the Vulcan. So, I think it was worth it! I have a 4500 psi tank, but knowing that I can pump up the Vulcan if I run low on air is a great peace of mind.
