Benjamin 317 Pump handle

On my Benjamin 317 my pump handle won't stay closed. Both before and after re-build. While I had the air valve out I wanted to confirm exactly where the pump cup bottomed out to confirm no head pressure was building up pushing the pump cup back and thus opening the pump handle. After putting the new seals in I adjusted the pump rod so the pump cup would just be slightly away from bottoming out (I'm not sure what the piece is called in front of the pump cup with the small hole in it). So in order for the handle to stay closed do I need to?

1) Adjust the pump rod so the cup is further away from bottoming out? Right now it DOESN't bottom out its probably 1/16 away.
2) If I shorten/adjust the pump and rod not worry about any head pressure? Seems like this would make thing worse as the head pressure would cause pressure on the pump cup and cause the handle to open.
3) Adjust the pump rod so its longer and let the pump cup bottom out?
