Any good two-part epoxy should work, like JB Weld. Fill the hole, let it cure, then drill and tap. Another technique I've used on wood, fill hole with epoxy, then just turn the screw in. When it cures, you can then unscrew it, and the threads remain. If it doesn't work, nothing lost. Also, be sure to treat the screw with wax or some release agent before turning it in the epoxy.
