Blue Ribbon 66R questions

I bought an old Beeman Hw77 and it came with a BR 66R scope. I don't understand how to focus it and lock in the adjustment. It seems a stupid design. I go to adjust the focus and the magnification changes. Or vice versa. Is it designed to rotate the entire occular to change the magnification? I hate this thing

They are collectable; someone will buy it for more than it is worth just to have it mounted on their old Beeman air rifle they never shoot
