Brand new Impact M4 not grouping at all

I got my brand new FX impact M4 Sniper (700mm) in .25 cal.
Originally I wanted the .22 as an upgrade for my Weihrauch HW100 but they just changed hunting laws in my country which makes .25 the minimum.
I got the STX superior heavy liner installed to shoot the Javlin 36gr slugs (gen 2)
Tried many different speeds (890fps up to 980fps) but I just can't get a group together at 35yds. Sometimes its 1 inch left and 2 inches down, sometimes it's 2 inches right and 1 inch down. This is all in 0 wind conditions. I tried adding O-rings but this didn't help, might have even made it worse).

Since the spread is so extreme I'm guessing a bad liner?
Do you guys have any other suggestions?
This was my dream gun ever since the original Impact came out, but for now, it's been a real disappointment.
 
There is a lot more to tuning than speed. Everything needs to be in harmony not just setting the max speed and then clicking the macro wheel to slow the projectiles speed. Whats your current settings? reg, macro, micro and valve.
I should have been more clear, sorry. I tuned to certain speeds and found some sweet spots, where all was in harmony, sound the gun made changed. Even got extremely consistent speeds only 1 or 2 fps difference over 10 shots. But at 35 yds such a wide spread doesn't seem be realistic even with a bad tune, I think.
 
other causes could be clipping the moderator and pellet probe might be loose. I used Teflon tape to keep my Orings in place on the barrel liner along with a little silicone oil and spaced them evenly as they will move when installing the liner.
I just installed the carbon fiber sleeve, still have to retest. Is there a good way to check for moderator clipping. Thanks for the suggestions by the way!

try it without the moderator if you can. I put a Donnyfl fatboy on my wildcat .22 and used the 177/22 insert and was not good, changed to the 22/25 insert and all is well.

Some thoughts I have:

Bad liner

Bad scope

Loose scope mounts or rings

Barrel needs broken in, cleaned, or just may not like that projectile

Perhaps a slightly different diameter projectile is needed or a different projectile all together

The bullet speed is either too fast or too slow for your particular barrel
 
Slugs can be an utter nightmare plain and simple. I think .25 cal even ads to it. It’s not just about speed but more importantly tune and balance between hammer and valve. I would recommend trying some tried and true pellets to see if you can rule out something with the gun.

I believe the added Orings to stiffen the barrel liner, great Idea on trying pellets to rule out other issues including barrel.
