Is there a reason why one can't shoot .25 or 30 in ebr 25m?

Not sure I understand the context your question...... EBR does not shoot any 25m matches. Only 50 yards and beyond. But if you are referring to 50 yards, that is the only match at EBR that follows USARB rules so nothing over 22 cal. at 50 yards.
