Stoti,
First, my simple answer is "I don't know." However, the only way to accomplish slow fill is with a restriction. If you are mechanically inclined, you might want to grab your wrenches and take apart the fittings where the microbore hose attaches to the fill valve. I would expect to see something with a very small hole in it. Two possibilities: First, there is a piece of debris partially blocking that small hole, resulting in your super-slow fills. Second, the hole was not made big enough, and needs to be enlarged. If the metering hole is in a piece of delrin, it may have been squashed out of shape during assembly. Again, these are educated guesses, and you need to be honest with yourself about your abilities and knowledge base when dealing with high pressure air. Please let us know what you find if you delve into that fill valve. Oh, and I just thought of another possibility: The quick connect fitting on the end of your hose. Do you have another you can swap out, and see if that is not opening all the way? Especially if you fill the tank through the hose. That would imply a one-way check valve situation somewhere in the hose or fill valve. Sorry for the long rambling, but I'm trying to cover all the possible causes.
