Stand Fast. The power wheel is supposed to be finger-turnable. Stop using the allen key. Everything looks normal so the trigger or the seer is messed up.

my power wheel is Not finger turnable it requires an Allen key just to move it a few millimeter

You should be able to spin it with finger pressure up until the last few spins then I use just a ball point pen to move it the rest of the way. Should not take much at all.
When you cock it, there should be resistance. You have none?

Definitely something wrong with how this was put together - hate to say it but unless you want to get into disassembling it you just need to return it.
