I know there is a 10 post requirement to qualify to post on the classified page. I'm pretty sure I have met it, but the "POST THREAD" button hasn't appeared. Do I need to petition an administrator, or do some other action to gain access to the posting function? Thanks JSD

Well I have over 10 and still cant post in the classifieds or PM. Do I have to reach out to an Admin?

You can try reaching out to admin, but more likely patience will prevail.
I waited @ 10 days before the PM gates opened.
Fear not. The classifieds are active. If you miss on something you like, another one, or a different something you like, will likely come along very soon.

After 10 posts my ability to put something on the classifieds opened. The post button became live. No action taken. -,JSD

What else did you do besides hitting your 10th post. I still cant PM or post in the classifieds.
