Did an air gun do this to my double glazed window? Note: no pellets or bullets found inside or out. No damage to the inner glazing unit.

Yeah BB gun or blow gun shooting something like BBs, very low energy steel projectile. You could do that with a sling shot shooting something like BBs as well. Concoidal fracture pattern (a hole shaped like a flat cone) is very common in glass when shot with a BB gun or similar light projectile.
The cone will form on the side AWAY from the strike. So you can know which direction the shot came from with certainty.
Three shots means deliberate or someone just happened to be shooting three times at the same object from far away (and clearly missed it).
I would not think that was done with pellet gun unless it was from very far away. BBs will make that pattern and bounce off, pellets will usually pass into the room, so look around for pellets on the other side of the room. BBs only carry about a foot pound of energy from a typical "Daisy" type gun.

I'd lean towards the wadcutters being the culprit.
Most likely scenario; a person(probably a kid) shot once and then was thinking oh it didn't break BREAK; next shot actually broke and then they fled.

If it were a pellet gun they would be flattened sitting close to the bottom of the house, and the local Bobby didn't find them. The steel bb will be close by as well, found by one of those magnet fishermen enthusiast.

FYI, if you ask this same type of speculative question on either a slingshot enthusiast website forum or a lawn mowing enthusiast website forum you are going to get the same speculative "could be" answers. Heck, it could even be asked on a golf enthusiast website and get a few "could be" answers. Moreover, a shot gun with birdshot coming through trees from way past the neighbors could leave a similar pattern.

My vote is that it the holes are from a rougue woodpecker testing the waters.
