I know a guy wanting to sell one is excellent shape for $800, my question is, can i add all the same mods, such as stock hand grips barrels 500cc metal tank and such?

The Dreamline is a modular platform, so I would see no reason why you could not change out the parts you want to create your own style. The biggest hurdle I see now is getting your hands on all the parts from FX to do so.
