Have you looked at the Saber Tactical Bottle clamp? I have one on my Panthera with 700 cc bottle. It works very well. I used a Huma Air tank adapter to strengthen the front tank. The other thing I did was move the clamp to the rear third of the tank to reduce leverage on the tank.

Either use the Drake under bottle rail or get a drop down bottle adapter from Saber but the bottle will block most of the rail.

Anyone tried to mount a sling to the Double express?
On the front I would like to use a Picatinny rail with qd sling mount.
I need ideas for the rear.

You could do an AR grip with a swivel mount like this. I personally wouldn't feel comfortable mounting anything that would put additional leverage on the rear bottle. https://www.opticsplanet.com/stark-equipment-ar-rifle-grips-w-swivel-mount.html
