In Canada, ANY device that suppresses the report is illegal. This, I believe, includes any device, removable or not, from the manufacturer.
Yes, I would have been surprised if that's the case. I experienced that first hand while working there. I had to get a firearms permit (took 6 months) for my air rifles. I had a Daystate Airwolf MVT, same as the MCT except the added chronograph, and I was told by a dealer that the MCTs were allowed to be imported only without their shrouds...bare barrel only. After providing some research material to the Ontario RCMP SFSS folks about the Airwolf MVT's design mine was the first and probably the only one entered/registered in the system with the shroud (and chrono-stripper inside).
I could see the longer barrells getting the energy levels up on the larger calibers.
The shroud thing seems to have changed,you can get the Marauder ,the Air Arms ,some of the FX line and I have heard Daystate in 2016 as well as Weihrauch HW 100 FSB, no baffles just the empty shroud..kelly"pbguns"
