Usually it is reg creep and the first shot is slower if you are tuned to the knee of the curve. In your case I would bet it is muzzle flip looking at your targets. The higher the power the more kick and your just ready for the kick on the second shot.

After you top off next time dry fire one shot. Then go ahead and shoot at your target. Sometimes a reg can get a little weird after a refill. Especially when you shoot right down to the set point. There is a lot of heat generated during a refill and a big pressure swing. It really isn’t creep related. It’s also nothing to get excited about. I’ve had some guns do it, some don’t after a refill.
