Fx wildcat .22 power question

I just got my first PCP and i went for the FX Wildcat .22 looks great but dosent seem to have much power, At 10m it go's through my paper target and into a 20mm piece of foam but my Remington Express .22 spring powered at 10m will go through the target and four pieces of foam. Any suggestions !!! 
 
Without a chrony you will be kind of like a blind man, however there is one thing you can do to calculate velocity: Using the Chairgun app set all the input data (zero, scope height, pellet weight and BC, and scope magnification) You are going to be missing the velocity but since you already have your pellet BC, you can type an estimated velocity and check the graph chairgun gives you, then test your gun (example set a target at 10 yards and 50 yards and check the holdover) if the holdover in chairgun is different then try with a different velocity. 
 
I got the chrony out and got it to tell me some real numbers. My scale's batteries died so couldn't weigh a set of shots exactly. But the shots I got were 21gr H&N Baracuda 824fps and 826fps. I didn't want waste alot of those after a few chrony errors so I stopped. 

Switched to JSB Exact Heavy 18.13 got 897fps and 900fps. The JSBs 15.98gr (many I weighed in the past were 16gr plus) shot string of those was 931, 931, 924, 921. I got errors on the chrony next shots. Indoors it wigs out. I KNOW the batch of 15.89 varies WILDLY in weight. But at least I got numbers. I started out at 175bar and got down to just under 150bar. Its definatly 30ft lbs
