When it comes to that tool, I think with a tiny bit of modification this 2BA dart o-ring tool will be perfect for the job. The inside of the barrel is threaded a British standard (2BA) which is a tiny bit smaller in ID than the reg adjusting screw. Drilling it out with a 5/32 "or a 3/16" drill bit should allow the reg screw to slip inside. The tool is designed for the same size o-ring but they're not using 90 durometer o-rings. There's a chance that the outside diameter of the barrel may be a bit too large and may require turning down.This video at 15min shows a little tool you can make (I made mine by cannibalizing a pen) that helps putting those little orings on:
