GX CS4-I powersupply

I recently bought a GX CS4-I. When I plug it in, the power supply fan comes on even though the water pump switch hasn't been turned on and the air pump isn't running. Is this what it's supposed to do? For most power supplies I've worked with, the cooling fan doesn't come on until the PS starts getting hot.

Other than this possible issue, the pump works great.
 
I don't have the I model, but the CS4 does this. Cheap power supply, the fan is always on and not thermally controled.

I modded my CS4 to be a CS4OC for CS4 outside case power supply and added a power switch to the PS and leave the CS4 switch always on.

Fan turns on as soon as you plug it in. Completely normal.

My project for today is to eliminate the female computer type connector and install a nice heavy 6 foot power cord on El Cheapo, to it's engineers credit decent gauge power cord, less than one meter in length. A 6 foot heavy cord will replace it and allow greater positional flexibility. :) Mine is 120 volt power. It would be easy enough to just use the laundry sink for a water reservoir. Hmm the stainless sink would help cool the water too. It's either that or inside the cabinet it sits on, I can leave the doors open when running. Be nice to keep the countertop clear for guns to be charged. First things first, it needs a stout longer cord.
