Tuning High speed vd low speed

I am always looking to tinker a bit with my guns. I think I heard somewhere that the best speed for an 18gr .22 pellet is 700 fps (out to 100 yds). The context for this is benchrest shooting. Still, that seems really low.??

AEA & JTS 18.1gr pellets seem to tighten up at 900fps or even faster.
