As mod3 mentioned I believe it was 10 meaningful post. So I would take it as the moderator decides when it is enough, and basically it means it is not automatic so I would just go about surfing the forum posting meaningful posts about what you are interested in, and wait, or if you are so inclined, report your post to a moderator, and when the moderator has the time, he or she will respond.
