I'm pretty certain that is not Queen Annes Lace and because of the flower and the leaf is another plant Poison Hemlock is confused with.Queen Ann's Lace is all over the range. Big tall plant with a bunch of small white flowers on a thick stem. Perfect airgun fodder!

The poison Hemlock is significantly taller and the main stem of the plant is purple/green in color in mature plants, hollow, and rather juicy.
