The small pallet looks like the on in size a million JSB's came on when I was importing around 2003.

I'm lost, are both pellet's pellets? It must be memory fade, a full pallet about that size and height held a million JSB's in the 5 sleeves of ten cans each. I am talking about the smaller pallet in your picture.
