First, I am curious if anyone pesting / hunting non-game and predatory species in Idaho with night vision & FLIR scopes / equipment.
Though not NEW it was to this old dog. The Idaho Fish & Game states that non-lamped night vision and FLIR scope are legal for night use on predatory & non-game species in Idaho. Just if you are hunting on public land you need to inform the local F&G conversation officer you are doing so. However, you are not allowed to use lamping gear of any kind (that is a quote) without a permit.
Some states are liberal on their use, Idaho is and isn't. In Idaho except for filming pretty much electronic scopes are forbidden when hunting big game, aka a huge NO NO!
