Not knowing what the regulator pressure is set to makes it difficult to diagnose. It could be the regulator is set too high (above its regulation ability) or it could be not regulating at all.
This means the plenum is constantly at tank pressure. As tank pressure drops, so does velocity.

Your regulator is set so high that your air supply can't keep up. If you want more consistent shooting you'll need a bigger supply of air attached to the gun. That, or you'll have to re-fill more often.

Does the regulator gauge ever stop before you get the main tank full? If regulator stays same as tank, you then need to turn regulator back down and test again.
It sounds like you have went above regulator ability. These guns have to run on regulated air for consistency. Once regulated air gets down to tank air, everything starts dropping.
