I have used loctite 243 to glue my carbon fiber sleeve to the barrel liner. it has already cured. should I remove and use epoxy or its ok with the blue loctite?

Well I wouldnt use rather weak thread locker glue for that purpose.. only real way to bond CF to steel barrel is 2 component epoxy injected through bottom hole and another hole at top for air to escape.. choose epoxy with low viscosity and decent working time so you know you manage to get all air out and 100% coverage before it starts to cure. Only downside of this is that its permanent.. many ppl here want to change liners etc and dont use any glue.

Well only solution to remove it is to heat it to 250c but to be honest if its jammed there I would propably let it stay since its more than likely you end up destroying that liner while trying to remove it.

I agree. I will leave it as is. The carbon sleeve was from huma and it was already a snug fit and with the loctite it’s jammed.
Any idea if I need to index the liner with the carbon fiber ?

I would leave it be. I prefer to use loctite 648, no issues and it is bonded. Your sleeve should be very snug fit over the barrel or liner.
