why do we not see shrouds on PB's ? maybe that answers your question ?
Could be just wording not using the M or S words ?
The Alphabet org has rules regarding suppressors, silencers, moderators on PBs. Lots of paperwork, time, and the $200 fee to legally acquire & own them. The lack of that sort of regulation for airguns is part of their charm.

Terminology is indeed a potential point of miscommunication is not confusion. In my opinion, my Avenger "shroud" was not a "moderator" when it was empty. Now that it contains an in-shroud moderator the shroud could be reasonably considered a moderator (or part of the moderation assembly). While there may be some sound reduction with an empty shroud my tests indication it is minimal. I do not favor calling an empty shroud a moderator.

I also cringe when we use terms like "silencer" for sound reduction devices. I think this confuses some to think that the report of a gun with a moderator is very, very quiet. My airguns are 80-85 db with their moderators which is a lot better than the 100 db+ they were without moderators but they are not really anything close to silent. Airguns with effective moderators can often be safely used without hearing protection. That is a big deal to me but they are certainly still not close to silent.

Thanks for the explanation but all I take away from this is the mis-labeling of the device as a "silencer" began at the start. It is likely that Hiram used this name to hype his invention by overstating what it did. It doesn't mean we need to repeat this mistake.
