There can be many things:
- A bad scope.
- Loose rings.
- Bad ammo.
- Not anchoring the cheek properly.
- A bad regulator.
- Barrel loose.
- Need to recrown the barrel.
- Loose stock of the rifle.
- Rifle is not good.
Unfortunately there are good rifles and bad ones, but you need to pay for anyone anyway.
