I am considering purchasing a used air rifle from a private party in Manitoba, Canada. I need information on the best way to pay for it and on how to safely ship it to Idaho.

My understanding.....there is no database of serial numbers of non-restricted firearms.Airguns with speed higher than 500 fps are considered as firearms, in Canada.
Anybody in Canada wanna buy these, must have a fire arms license called PAL for rifles or RPAL for pistols.
The guy goes to a store - or online - give he's PAL # and gets the rifle. That rifle Serial number is registered with the Police Firearms Department.
It is safe to say that your seller have he's PAL and the rifle was purchased in store somewhere back in time.
There is no problem buying it from your side. That guy will call the Firearms Office and just de-register that gun to a US buyer. Could be don on the phone.
I bought a second hand W308 f-class locally in August. He asked me for PAL number, I made a picture and sent him. In half an hour I went for a pickup and he already sort it out.
Me personally like using PayPal but most people doing e-transfers (electronic transfers between your email and he's email). Both transactions finished in minutes.
Shipping.... Could be major courier like Fedex or UPS, in Ontario I guess even Canadapost will take it. Or, if the seller is living along the border he can drop it off to nearest USPS.
I am not really interested for details, I just remember when I bought my FX Impact MK2 from the Dealer the Rear Block had a SN laser engraved and data log file shall be stored somewhere... Same the Leshiy2.
