I take Humira for RA. I have found the boxes used to send Humira to me actually have a foam cooler inside of a cardboard box. I fill the box/cooler with sand and it makes a quiet pellet stop. Plus the paper sticks real well using a staple gun.

Chipmunks, red squirrels, house sparrows, cowbirds, starlings in any order! If you must have "reactive",, dropping dead will have to suffice.

Cloth such as old T-shirts or towels has been the quietest target I have found for indoor shooting. Good luck, try a few different combinations.

To keep things more quiet in my backyard, I switched from the steel AR400 GONG 3/16" reactive targets to the Hangtuff polymer targets from https://throomtargets.com/. They move when you hit them... and no noise! The smallest is 2", but they are easily cut down to 1" if desired.
However, I do miss that satisfying than 'crack' with the steel ones.

The reason why Throomtargets say "do not use with pellets or bb's" is because of the concern that the projectile could bounce back off the polymer and hit someone at closer ranges. Pellets usually bounce off and do not go completely through them. So, that could be a potential hazard for close range shooting.
I've been using them for years at 25 yard to 100 yards without issue. At that distance, I'm not worried the pellets will bounce back and hit me.

The self-healing targets are a little quitter but with the accuracy of pellet guns you put a hole in it and then shoot for the hole

Home Depoy roofing sells sticky black stuff that are used on roof decks above gutters. Placed there before the first course of shingles.

Wood blocks work for me. I shoot 12 fpe or less so unless it’s real close I get a few hits before they break. There is always plenty of scrap around my saw table to cut into various size blocks. They just kind of make a thud sound.

fruit , nuts , jelly beans , eggs if you don't mind $$ or mess Plaster in cookie molds , dog cookies all sizes
