Tuning Reduced velocity-Crosman 1077

My Crosman 1077 is shooting at a very low velocity (bought it used). It has consistently through several co2 cylinders. By the time I got around to trying to run it across my chronograph it was too dark to get a reading. However I shot it and my son's Red Ryder at a metal toolbox at the same distance as each other and the RR hit with a lot more authority than the 1077. Any ideas on what might be going on? 
 
I have one, it did the same thing. Another member suggested unscrewing the Co2 cylinder some, or not so tight. 

I noticed it was charged before the Co2 cylinder was as tight as I thought it should be. Worked perfectly again after. Pull the trigger, to see if it’s charged, then stop turning.

I tried it from just short of leaking all the way in to basically as tight as it could be and no change in velocity. Any other thoughts?
