Regulated output tank as pressure maintaining valve

I have a new tank on the way. I currently have an Air Venturi 90cuin tank with regulated output. Would the regulated tank work as a pressure maintaining valve if I hook up in series compressor to filter to regulated tank to new tank? I think that this will work to help remove as much moisture as possible during the initial fill. Has anyone else tried this?
 
Your idea will only work if you only want to fill your large tank to the same regulated pressure of the smaller one's output and the smaller one will need to be prefilled with dry air first. The regulator will not hold the pressure back until you reach the set output. I think it is a waste of time and effort. If you are so worried about your first fill being perfectly dry, then get it done at a dive shop. IMO a PMV is only of benefit if you are filling from empty frequently.
 
Unfortunately a dive shop is not an option. Yes, small tank is prefilled. I would fill the new tank in this manner just to pressurize it to roughly 3000psi. Then I would finish filling it without the smaller tank in line. I would open the valve on the AV tank letting it drain down to 2000psi then close it allowing the pressure to build back up Repeat.
