scope question for Field target competitors ?

Realistically, it doesn't matter.

The 10, 11, 12 yard targets are probably the most critical to range correctly, and even there you've got a roughly 1 yard window where the pellet will squeak inside even the smallest kill zone. Ie. if you've decided the target is 10 yards away, anything from 9.5 to 10.5 yards will give you enough wiggle room (on a typical 3/8" kill zone) for the trajectory of the pellet to slide right through without a "split."
 
I don't think it really matters as long as you DO THE SAME THING EVERY TIME.

If you get your dope measuring from the muzzle, or whatever, set your wheel up like that. You're also talking about a foot or so, so it probably doesnt matter anyway.
This is correct. Unless you are using more than one method to range the target, it really does not matter where it is indexed from. The wheel will be indexed to your focal point at that distance, and your holdover will be based on your actual shot at that distance.
