If it’s not parallax could it be scope not centered over the bore?

That's what I just stipulated to. A breakbarrel airgun doesn't have the scope over the bore. I guess scope rings/bases could also be part (or all) of the problem. The scope rail might be true (in line) with the bore but scope mount bases might also throw the alignment off. Possible !

Sort of ! I had a Winchester M70 in .257 Robert's that I had drilled and tapped for a scope. The rear sight screw holes were used to mount the front scope base. The rear scope base was drilled and tapped in a poor manor. You could easily see that it wasn't centered when you removed the mount base but was very subtle and unnoticeable when the scope was mounted. Needless to say when I sighted it in at 100 yards dead on I was shooting to the left about 10 inches at 200 yards. The scopes line of sight wasn't true with the bore.
