Max , I think the tin roof is giving the eagle the problem , probably the uneven surface won't allow it to grasp the pigeon. I've watched eagles pick up young groundhogs here . sometimes swoop & pick , other times land the take off . Hawks have swooped in at times , out of nowhere & grabbed starlings or pigeons.

@Contndr35BB. Possibly or it was just too clumsy, lol. There was another eagle flying around at the time, perhaps it was trying to grab it first and missed. But it was impressive watching them soaring thru the sky. Thanks for watching.
