Is it ok to keep the HST turned to max power and left for long periods of time or should i decrease the pressure and store it that way?

It's fine, I've never heard of that being an issue on any gun.

Wasnt sure if it was to be treated like springers that gain memory over time and weakem the spring. Thanks

sure I have maxed most of my guns when shooting heavy stuff , the spring wont lose its residualance (ability to be springy)

but some guns wont cock or shoot properly when you crank the HST too tight

When you increase the tension on the HS you are just compressing the spring just a bit. You mentioned a springer, and that’s true there. And the same analogy will be if you store your PCP cocked, there the spring will be under heavier tension, similar to a springer that’s also cocked. 

But if is decocked I don’t think that little pressure will damage the spring at all.

If you shake your Vet back and forth while it is not cocked, you will hear the hammer spring rattle. One of the great things about these guns, zero preload on the hammer spring. So yes, it is fine to leave it maxed out.
