Unable to embed pics or do text formatting anymore?

I used to be able to click the icons circled here, but they've been greyed out for several days now. I can still attach pictures, but I'd like to get this functionality back

Looks like it was browser related. Switch mobile browsers and we're back in action.

That happens to me sometimes on my Android tablet and I have to click the icon that looks like two square brackets facing each other:
[ ]

That seems to toggle the grayed out functions on and off whatever reason. I'm not even sure what it is supposed to do.
