Taipan Veteran cocking sound and hst shims question

Hi everyone. Have few questions about my laminate taipan veteran
When cocking it i hear two clicks. I dont know what is first but only second one cocks. Is this normal?
And i removed from rear end hst adjuster and fell out spring and two shims. Can you tell me do both shims sit on one side of spring or on both sides?

even when cocked and i pull back the cocking lever it still makes one click each time

The clicking sound is normal. As for the shims they should fit over the protruding end of the hammer spring adjuster where it contacts the spring . The shims aren’t required. They were probably added to give the rifle more velocity.

My previous taipan did not have dual clicking. I am sure
