Maybe if you had READ my entire post you would see that FRAUD is ALSO a CRIMINAL matter. PROOF of the fraud is done in front of a JUDGE or JURY. Fraud is not a "continuing course of conduct" that has to be proven. A single crime is fraud.

FYI - my information comes from 28 years as a LEO......................DOING my job and not trying to pawn off calls as "civil matters".

Of course I understand fraud is a criminal act not just a civil action. Great for your jurisdiction having the time to take one persons complaint and follow up with ? To determine a criminal act occurred. Are you going to write up he said he said on a business transaction and go make a hook on it ? Yeah probably not. If there is more, than fine do it. I'm not suggesting PAWING OFF a crime as civil. I'm Just saying if you have a bad transaction and cant resolve it youself through normal channels don' t go thinking its all a criminal case and try and get your local Leo to go door knocking for you. 

I've dealt with enough theft by fraud cases over many years to know what is prosecutable. This is just my perspective, just like it is yours. I feel for OP and hope all turns out well for him. I'll jump off my soap box and hope for the best. I'm out, log me off.. 10-7, 10-42.

I'd sure like to see a jurisdiction (yours apparently) that "doesn't" have time. Mine? That would have been Baltimore City, yep in between one of my 2000 plus arrests I surely would have taken 10mins to write a report. Chain em up for fraud? Na, Criminal summons. I saved the bracelets for the Drugs, Guns, Homicides and of course FTO's.

With the evidence YO has indicated to me he has, this case is easily prosecuted.

I wouldn't be so quick to give up on law enforcement just yet. I say this because I speak from experience. Of course, my story is a little different from yours, but not by much.

Some years ago, I placed an order for some firearms parts from a company in Arizona. I called the company, spoke to the proprietor (who was a very friendly guy - the kind of guy you talk to and then hope to forge a friendship with later on), he told me they didn't accept credit cards and that I should send a personal check, which I did.

After several weeks had passed without having received the parts that had already been paid for, I began to think something fishy was going on. It wasn't a huge amount of money, being just over two hundred bucks, but still, the idea rankled me. So I started calling and leaving messages. Nothing. No response.

Finally, I did a little research via the internet and found that this guy who was so nice, had a history of taking people's money and not providing the products they had paid for.

I just figured it was a hard life lesson.

But then I started thinking, why not call the local police? I've absolutely nothing to lose and everything to gain. So I did. I talked to a gal at the police station and she took my number and said an officer would call me. Within fifteen minutes an officer called me, asked what was going on, and said he'd go have a talk with the business owner.

Less than half an hour after talking to that officer, the very same fellow who had taken my order in the first place called to say a check was on its way. And sure enough, I ended up with my refund, which I most assuredly would never have had were it not for that cool cat of a cop who took my side and paid a visit to a thieving cretin.

Go ahead and call the local police, it just might work out in your favor.

If you wire or send money over state lines it becomes Federal not State. If you used the mail, that’s an additional charge right there. But locals may or may not be able to help, but believe it or not, this is Alphabet org jurisdiction...

I'm not an attorney, but what about small claims court? No way he'll show, but then the judgement would be against him and on his credit report.

Who knows, we may even see YO! on court tv!

HI Yo, maybe this extreme and maybe call the local police and explain to them the situation. You have documentation, and depending on local ordenance this could be classified as grand theft. And legally, if you pay someone and they don't pay you, then it is theft. Two other options are contact your lawyer have them draft a letter or put a lean on their house.

It all comes down to how nasty you want to play!!

As said above.....back me into a corner or owe me large sums of money, I don't play nice.
