Tuning Wc mk3 bt regulator tuning?

Purchased a new wk3 bt from PA and noticed both regulators were adjusted flush with the face. To my knowledge that's the wide open position correct? Regulator gauge shows same pressure as tank pressure at 130. I'm waiting on my air source before I try to do any tinkering. My question is why would I be sent a brand new rifle in this configuration?
It looks to me that the vendor did not do any setup on the rifle.

On the other hand, you now don’t have to do any work to figure out what the first regulator is set at. Just fill the tank slowly and at some point (hopefully before you go over 175~190 bar) the second reg gauge will stop rising. Once it does then that’s the pressure that the first reg is set at. By the way, I would watch it carefully, since you don’t want the first reg to be set so high that it puts too much pressure on the second one. . If you get to 170 and its still going up then I would stop filling and adjust the 1st reg down . This is probably best done by first degassing, then adjusting reg 1 down, re-pressurize and raise reg 1 until you get to where you want it.

Then de-pressurize again, adjust the 2nd reg down while it’s not under pressure, screw the bottle back in and then raise the 2nd reg pressure to where you want that (for me, generally 20-40 bar below the 1st reg).

Remember- all the way down clockwise to a SOFT STOP and turn no more CW or you will damage the piston seat. This is no place for ham fisting and over tightening things.

Once you’ve hit that soft stop, open the reg slightly CCW about 1/8 turn. You want to at least see anywhere from 80-100 bar on your first reg before adjusting for more pressure.
