Sounds like your barrel is off
I've used Burris signature zee rings in the past with good success. They have eccentric rings that are +/- 5, 10, or 20 moa and can be mixed matched if needed. This way you can optically center you scope, then with the rings dial in your poi within a inch or two, or better. then final adjust poi with the scope turrets. I've only used the 1 inch rings and I got the ones that attach to a picatinny base.
It sounds like your barrel is off from the dovetail. So you either bend the barrel to correct where it's pointing, or you use adjustable scope rings.Today I refocused on the wildcat a previously solid shooter. Figuring the crosman 4x32 scope finally bit the dust I went back to the new hammer 3-9X32 which was slated to be returned because the scope mount did not fit the benjamin. Upon putting it on on wildcat It was shooting high and right. It took all the adjustment to correct and still didn't get there. So I removed the hammer one piece mount and put back on the gamo two piece mount with hammer scope and was able to at least get it hitting on target without every click of adjustment. So the question becomes since the mount is worthless do I return the scope/mount or keep it. Is my dovetail off or is it just the mount not properly seating.
